awakening. >> reporter: the devices blew up around 6:00 a.m. this morning while most neighbors were still sleeping. >> i heard two explosions. i thought i was dreaming. >> reporter: four plastic bottles blew up. but the bomb squad was called in. officers were able to diffuse one device and some neighbors were forced to take shelter inside their houses. she heard several blasts. >> i went to come from my walk and the street was blocked off. >> reporter: police can't say what was used in the devices but they were designed to fill with gas as the chemicals interacted. >> the devices were created using a two liter bottle.

said he wanted to get machine guns and shoot students at a high school his son attended. he was arraigns yesterday for setting fires at the high school, a park and the home of a school administrator. his son committed suicide after the administrator at the school disciplined him. the number of inmates who volunteered to help fight california wildfires may drop because they are being shifted to county jails. thousands of inmates are among the first responders when fires break out. governor jerry brown's program is a way to cut costs by housing in county lock ups. they hope to make deals to keep access to the volunteer firefighters. >> video to share with you, we have aerial footage of a fire in riverside county that is

three cars were swept off the highway leaving the drivers stranded. the highway was shut down for hours during the rescue. very interesting pictures from southern california about a big fire burning there. let's turn to our chief meteorologist bill martin. what is effecting the flames there? >> they have good weather conditions. it is hot and dry and the winds are not howling right now. the fires might be related to the thunderstorms earlier in the area. in river side county. 90 miles southeast of los angeles. humidity 35% and the winds 5-10 miles per hour. that is not a lot of winds so the fire conditions are not that nasty. but there is a lot of terrain based on what i could tell. dry brush, fire started at 11:30 a.m.

. supervisors are hoping voters will approve a new tax to keep fire stations open. they voted to put a $75 a year parcel tax on the november ballot. it would help ease a financial crisis. the district fire chief says without the funds he may have to close 10 fire stations. a san francisco court upheld a ruling that bands a developer from building a new road tiniestiest park. he wanted -- over yosemite park. he represented environmental groups in the lawsuit, a attorney said the court's decision will preserve yosemite's beauty and protect its natural resources. police caught two dozen people in a crack down on drivers who failed to stop for pedestrians. they wrote citations to 24
